You can't _prevent_ people from doing it, so why try? By trying, it becomes censorship. You penalize everyone,for the misbehaviour of a few. (granted, this is something most people wouldn't use, but _still_ the idea -- and the censorship -- is the same).
In contrast, changing the "status" titles of the forum was a bit different. It served no purpose to impose an arbitrary "name" on a persson, for an arbitrary number of posts, and it created a lot of confusion and even offense -- since it was a lable ON a person they had no control over.
The smiley is different... The only person it lables is the one who uses it :)
