To anyone interested, I have gone ahead and organized instructions for the mod/hack to put together a Priority Links page:

Hopefully, I didn't overlook anything... Pugdog, feel free to index this thread in the FAQ. I suppose I could submit the mod to the Resource Center if people think it's of enough value?

I will work on the Featured Sites instructions next. The Image Ratings is more of a tweak of an existing mod for my site, but others might find the approach useful.
