That would be an interesting approach. So each link is a package, and each host a category. You then make each host a section editor for their own category allowing them to add/remove packages as they see fit. It might work well.

You would need to edit maintain.cgi and set it up so that it throws an error if they have more then x links per category, there isn't a built in option or anything.
