Links SQL comes with installation or upgrade. You can keep all your old links, categories and even email database.
If you are using templates, they can be used as well (with one or two minor modifications). If you are using site_html.pl, you will need to switch over to templates.
As for the new feature, it is something we would like to do, but may be awhile away.
