Sure, you should be able to do that. For each user, you would have a new field - TypeOfAccount Simple/Enhanced. Then, for each account that you want to have where they can submit more images.
Then, the harder bit would be a plugin to limit this. It would need to hook in on the add_link hook, to make sure the if the user is actually allowed to add any more. It could also do the description "length" checks, and return an error if either of them come up as a problem. This would need to really be done as a custom job though - please PM/email me if your interested.
