I am getting back in glinks after a long-time and I still have version 3.0.4

In the "Build Settings" area of Setup Options, you have the following:

build_auto_validate All links require admin/editor approval (recommended).
Links submitted by authenticated users are auto-validated.
All links are auto-validated (not recommended).

Who exactly are "authenticated users" - how do I setup authenticated users - is there something in the User table (in status dropdown menu) that I need to setup?

I would like all new links to be validated after Admin Approval, except for some users (authenticated?), who need to be approved as "authenticated users" first and they can add/modify links and each link added or updated does need to be approved. How do I achieve this?
