That reply must be for LinksSQL. Look in links.def for this:
# Field number to sort links by:
$db_sort_links = 1;
The default is '1', which is Title. And, the newest links do normally go to the top for the period of time they are new, which is set in links.cfg, under build options:
# Number of days a link is considered New.
$db_new_cutoff = 14; # 14 days old.
