I had Paul write a plugin that automatically adds folks to the subscription list of designated forums after registering on the forum. You still would have to set the cron to every 5 minutes/hour/???? to generate the mailout. It also doesn't prevent folks from unsubscribing if desired.

The only other way I can imagine is to hack the email post notification mechanism and send the post notification to all users instead of the post author.
