It would probably be possible. Smilies are somewhat integrated into the editor (Gossamer Forum has it), but it would take a bit of work to get them working with Gossamer Mail's slightly different editor. I think the best way for smilies to work is for them to be inserted as inline images.

The images are so small, I doubt they'd have much of an effect on bandwidth, so that's not anything to worry about.
