ok would this make a difference...

I had set up some account options but had "not" enabled a payment "method" of any sort.

Maybe unless you have a payment method enabled then the enable payments menu will default to "no".

I guess though if I offer a free account that users have to sign up for, I should be able to turn the payment system "on" but just charge 0 dollars.
