Unless it has been added in 2.2 The Admin Mailing do not take the tags. For example I cannot have

Dear <%dgraph_first_name%> in mass mails.... unless of course it has been added in 2.2 which i have not checked

But yes, broadly a user side similar thing with the abiolity to take the tags.
