sorry i'm new to using this, but could someone help me figure out how to create a whole new template for links SQL?

i need to code the site in PHP so i can include other features along with the links SQL stuff.

how do i start creating a new template? do i just manually create a new directory under "templates" on the same directory level as "default", "av", etc?
