does build_all parse templates called in cgi files?

does build_all parse templates called in cgi files?
I ran a build all but it did not update a template, pictureframe.html, that is called by a cgi called showpicture.cgi using Links::user_page...Anybody have issues with mod_perl caching files and build_all not updating templates?
