Empty folders are put into tar's (at least with the version I'm using):

[alex@penguin alex]$ mkdir foo
[alex@penguin alex]$ tar czvf test.tar.gz foo
foo/
[alex@penguin alex]$ tar tzvf test.tar.gz
drwxr-xr-x alex/cvs 0 2003-09-29 11:42:01 foo/
[alex@penguin alex]$
