Yup, the upgrade is free. There are just a few bug features, and the final version of the review system. An upgrade is recommended, cos a lot of new plugins rely on some of the features added in 2.1.2 (such as the ability to add a 'url' to an image field.. this makes it a lot easier to manage uploaded files).
When upgrading, BE SURE TO DOWNLOAD YOUR TEMPLATES! The templates in/admin/default/ will be overwritten when you install (to allow for the changes). Don't make the same mistake as a lot of people have ;)
