Until mod_perl 2 has stabilized, we aren't able to support it. That said, to get it working you'll probably need to use the mod_perl 1 compatibility layer that mod_perl 2 has. I recommend that you run the latest stable mod_perl (1.27) - it will certainly work to run a backend mod_perl server with a Apache 2 front end. Before providing official mod_perl 2 support, we are waiting until it stabilizes (at least gets to beta or RC status instead of the current "development" status).
Feel free to complain to Redhat about shipping unstable, development packages instead of the latest stable packages. These is quite some precedent with this from Redhat - take, for example, the 2.96 gcc versions that they shipped with one version of Redhat (7.something I think) - they were only capable of compiling about half of the packages Redhat shipped with, and couldn't even compile the kernel.
