Wow....very odd, you indeed don't seem to have an 'Edit Templates' link. Could you please look in admin_html.pl, on about line 117, and tell me if you see;

<a href="nph-build.cgi?staggered=1&auto=1">Staggered (Auto)</a><br>

If not, then your problem is probably there. BTW: You must have touched admin_html.pl, cos you have a 'Bulk Add' link, which isn't there by default
