'NEW' indicator for closed catergory?

'NEW' indicator for closed catergory?
Can anyone help me make a global or IF statement so I can put a 'NEW' marker (animated GIF probably) for those categories that are closed in the category_view page? Similar to the folder color change for a new post in a forum, but would show if any of the forums in the category have a new post.
