The user_title values themselves can contain HTML, as long as it as all on one line. So, you would enter something like:

0 => <img src="/pics/new_user.gif">New User
5 => <img src="/pics/novice.gif">Novice
50 => <img src="/pics/user.gif">User

... and so on.
