Settings for Max Attachment Count/Size

Settings for Max Attachment Count/Size
What happens once the max settings for attachment count or total size on the server has been reached? Are new attachements barred or are old attachments purged to make room for the new ones? If the latter, how does this work? Are the oldest attachments purged first?
