I don't think that Alex is saying you can't. I guess it depends on your skills with Links SQL, and your knowledge of how to split the users into editors or just users, and send them off to the appropriate code.
Also, you could use the editor monitor plugin as long as you are ok sending your users to the perl version (browser.cgi) -- everyone else can still go to page.php.
In other words, your editors would need to use the perl version of your Links (browser.cgi), and your regular users would continue to use your PHP front end.
