That's not so easy at the moment.
I think you would have to change the field "user_status" in the "User" table. You can only do that manually, by going to admin/defs/prefix_User.def. You could add another value, e.g. 4, corresponding to "Moderator".
Then, you could just change your templates to display the email address if the user has status 3 (Admin) or 4 (Moderator).
I am confident that this will work, but I cannot guarantee it. Your own risk....
Maybe there is an easier way.
