Yes. That's what we have here. The liscence fee we pay is around £5,000 pa, which is very good considering the average commercial price for such a high-speed connection is around the 7 to £8,000 mark.

If you're carrying educational material then it's free, of course. But if you're running your own domain name, you must have a license. It's free if you have a sub-domain of your University and carry educational content.
