Can somebody explain to me what the "Previous Thread" and "Next Thread" buttons are supposed to be doing?

It seems to me that they send me to an arbitrary post, and not to the next/previous thread. Plus, the "Next Thread" button is sometimes missing (for no reason apparent to me...).
