Is it possible to create special forums where........

Authorized users (ie. Moderators, Forum Administrators) are allowed so START threads. However, anyone can REPLY to a thread.

I think this would be an excellent feature. Only Admins/Mods can start threads, but anyone can reply to threads already started. This would be good for Announcment forums.
