My templates all include this line:

<link rel=stylesheet href="<%build_css_url%>" type="text/css" title="<%site_title%> style sheet">

I have set build_css_url in Path and URL Settings, but the built and dynamic pages both have this at the top:

Can anyone suggest what I have done wrong?
