IFRAME allows you to insert scripts and other files within web pages (works only for IE and Netscape 6.0 and above) and ILAYER does the same thing (works only for Netscape 2.02 - 4.76).
Also, you could try simply using:
<SCRIPT SRC="/something.cgi"></SCRIPT>
