I'm not as qualified as some here to diagnose deeply rooted problems but if you'd like to eliminate the possibility of cookies, in Admin|Setup|User Options there's an optionn called user_sessions that "Use cookies to store session information, or pass it through the URL." By default it is set to Cookies. Might be worth a try.
