Short answer... No.
The reson? ImageMagick is a _pig_ of CPU/RAM when it's run, and people don't realize the impact this has on server performance, so in almost no time, the server just stops running.
That said, with a smaller ISP, custom solution, and well behaved customers and software, it would be possible.
I've had to make the choice to _not_ use ImageMagick in my image manipulation routines, and instead use Net::PBM and call the filters directly. IT over all is easier to install, and uses less resources per "transaction".
That said, the ImageFolio guys offer hosting with ImageMagick, but I'm not sure if it's general hosting, or just for their specific product. You can ask:
