It means your server is not set to recognize the .htaccess files.

Ask your ISP what the configuration is, or you might need to add something like:

AllowOverrides ALL

to your existing .htaccess at the root of your server (if your cgi-bin is inside your document root as it is on some).

More details are in the Apache users manual, but your ISP is the first place to start for your configuration.
