Would it be possible with Build options set to NO and still to generate a Main Category list without going into the Category?

Ofcourse, one can generate a popup without SQL query, as a part of the webpage for the Main Categories. But then, how to integrate it with the sub categories?

I am looking for a possibility as posted here with the topic:

[Category:pop-up] Show Category clean in drop down

Would this be possible?
