What exactly is happening?

I've set up at least 2 dozen sites, and haven't had a problem with the registered users not showing up in the Newsletters area. (I've had problems making mail work, but that was a Unix thing usually.).

Did you make any changes to the users tables? Are you storing your users somewhere else? If so, you'd have to change the table the newsletter routine requests the names from.
