The modify routine is _not_ checking the Changes database to see if the record has already been modified. It allows an unlimited number of modifications to be entered into the changes database, based on the old ID, it seems.

It should really test the changes table, to see if the record has already been modified, and then pull the record from _THAT_ table, with a message that this has already been modified. This allows a user to correct mistakes in a new submission.
