Although it has been discussed in other threads and forums I just want to summarize my findings here for ease of reading.
If you are attempting to install Links 2.0 onto a server that is running suEXEC, a type of security feature typically run on virtual hosting servers, then you need to make a few minor changes.
All directories within the cgi-bin that are SUPPOSED to be chmod'd 777 will need to be given a 755 permission instead.
The directories within your regular html directories can still be set at 777.
Other than that, no other changes need to be made.
