a dumb question : what if i'm one of the users in a database and i send a password 'lookup' for the admin's email id ???

You will enter the admin's email address, the script will look it up and will send the username and password to the admin's email address. The admin will then know that someone tried to get his password.

If you (as a user) have access to the admin's email, then you can get his username and password. But only if you have access to the admin's email.
