Make sure they exist, permissions are set properly, and paths are set correctly.

Sounds like maybe you made a little boo boo in the links.cfg script. Make sure you have not mistakenly deleted a ' somewhere. Especially check $build_site_title and make sure it looks like 'your site title here';
