Should *.cgi be in CGI-BIN

I'm a little bit confused with the installation of this script.
For all the CGIs, should that be inside the CGI-BIN directory ?

In Links v2.0, I setup a cgi-bin/links/admin directory where I put all the admin files and scripts and it is password protected. The user accessible scripts (add.cgi, modify.cgi, etc.) are located in the cgi-bin/links directory which is not password protected.

For Links v1.1, I have everything in my web directory (i.e., /goodstuff/links/admin) and the admin directory is password protected. The admin scripts are in the admin directory and the user accessible scripts are in the links directory. Your server must allow scripts to be run from the web directory in order for this to work. I probably should have set it up the same way I did for v2.0 as it is more secure.
