Can someone explain to me beyond "weight the fields that are more important more than the unimportant ones" what exactly the weighint from 1-10 does? Currently I use 5 for Title, 3 for Description, and 1 for URL... is this logical?

It simply decides how important a "hit" in a search is when it finds the 'hit' in that field.
On some sites, the title is the most valid hit, so one hit there should be more valid than 4 hits in the description. A keyword hit might be even more valid than that, depending on how you generate your keywords.
A non zero weight causes the field to be indexed and searchable. Beyond that, the value of the weight assigns a relative importance or "score" to that hit.
