admin.cgi/links?add_form=1 not a valid url on my server

admin.cgi/links?add_form=1 not a valid url on my server
IM on a Cobalt RAQ server running Linux with Apache. For some reason my server does not understand admin.cgi/links?XXXXX as a valid path. I also have to telnet in to build my pages, which is not a big deal. Here is my error page.

That's why I hate wrappers... too hard to deal with...

That is the exact error I get..... What is a wrapper and how could I remove it? Is it like security?
