For anyone that has been having problems getting specific information on eleminating German Spammers this site http://cgi-resource.co.uk/pages/links2mods.shtml has a Mod called "Add Confirm" that has worked really well for me. It will not eliminate all bad submissions but it will stop the bulk of them.

Give it a try, they are very easy to use and there are quite a few other Mods listed on this persons site.
