OK I set this up and tested it on a domain I wasnt using right now and it all worked wonders.. I took the files and put them on a different domain on the same box and its chmoding EVERYTHING to 511
Sounds like a problem that you need to address with your hosting company.

you're talking about nph-build.cgi.. right?
511 is 777.. it just doesn't look like it to you.. see.. if you made the top of the 1's more longer and to the left.. and who knows how you can bend the 5 into a 7 you'll get 777..
anyways.. NO.. 511 is just how 0777 get's translated in perl.. it's sorta weird... but here.. look
