How to Anti Link Sumission Spamming?
Some site submit thousands of spaming links remotely. How to prevent it?

Set up the Links to check referral domain after visitor submit the form. If the domain or IP is not in the allowed list, the submission will fail. This function is popular in most Form-mail scripts.

My further thoughts is using a random number every time when a new add-link form is displayed. The link owner must input the number by hand. After the form is sent, the script will check if the number is correct for the session. Since the number is generated in random, automatically submission by programs can be blocked. If you do not know what I meant, please see the Yahoo. It show a random word every time when a new user sign up.

Any comments?

You think this question hasn't been asked and answered hundreds of times? Do a search for "German spammers" for one of the more recent and in depth threads on the subject.

Random submission id's can be easily got around using modules to fetch submission forms and parse content before submitting data, depending on how you've got them set up. Paul Wilson has made a pretty decent random id thing a while ago and you might try asking him to release it.
