No, those fees are in US dollars. Our virtual servers are limited to 15 accounts per machine, and come with the ability to run mod_perl, something few other virtual hosts can provide. A lot of cheap virtual accounts have 1,000+ accounts on the same machine, and while they may be fine for running static sites, you won't get the system resources required to run a webmail system.
As for dedicated servers, they are fully managed servers. This includes 24x7 hardware, operating system and services monitoring (should apache every stop resoponding, it is automatically restarted and a tech notified). It includes security updates (most cheap dedicated servers will install a copy of redhat linux and leave you to it -- your server will have numerous vulnerabilities and is just waiting to be hacked). We update the software regularly, as well as apply 0 day security fixes for important bugs. Our servers also include a wealth of other features such as: virus filtering on all mail, user custom spam filtering on all mail, 7 day incremental backups that can be restored from the admin interface, and much more.
