<%users_space_allowed%> seems to report <%users_space_used%> instead. eg. "4.4% of 23.84 MB used" when my mailbox size is set to 25.0 MB.

Actually, it is the users_space_allowed. In the admin, space is in bytes, so specifying 25000000 as the quota, is actually 23.48MB (1KB = 1024bytes, 1MB = 1024KB).
