Not fussed about the sites in the DMOZ, I just need to get a way of importing the structure of the ODP. Does such a beast exist.

We can do this for you, but it still requires a full DMOZ dump, which is quite a beast in itself (we could knock a bit off the price though, as the bandwidth used from our site would be less).

Basically, you do a normal import of the whole DMOZ data, and then just clean out the Links table, and re-count the categories.
