Does anyone know if there is a way to create a message in a forum that will always stay at the top? Like posting guidelines or a FAQ for that forum.

Not built-in, but wouldn't be too hard...

1) Add a column in your forum category table (TEXT, Null)
2) Then edit your forum category template file to include that new field.

In other forums you can have multiple "pinned" threads that area always at the top, rather than just one description.
