We are on a shared server and recently we have been getting complaints about slow page loads. I was wondering if there is a way to run this with mod_perl if we don't have access to httpd.conf? We have .htaccess but thats about it.

No, not with mod_perl on a shared server.
You can however run Gform under SpeedyCGI as an alternative to mod_perl. Details in the readme file.
