I add a group in admin and add some user. But I cannot deny them to some forum, they can read/reply/post all forums. And when I set no access in Forum: Modify Record, but Forum: Record Modified do not show the group I added(only 4 default group) , and permission of the group I added does not change !

Group permissions are probably not customizable enough. Basically, your group permissions are defined by the highest permission group you belong to. So, if you are in group A and group B, you will get the higher permissions between the two groups.

The Forum display does not show groups that are set to "No Access", with the exception of the 4 system groups.

But how to delete a registed user from system group and not inherit the permissions of Registered users group ?

Unfortunately, it is not possible to do so. Realistically, your only option is to ban them from the particular forum.
