Crazy Well looks like I forgot my username or password.

Tried logging in, but no luck.

I notice .htaccess and .htpasswd files on admin dir, but they are 0 bytes...

I dont think it will use those (Windows Server) ? Does it? I tried deleting them, and tried to log, but no cigar.

So how do I restore my admin access on windows server?

This here just showed up "The message supplied for verification is out of sequence "....

I have physical access for the server, if needed.

In this situation, if I've not managed to delete the htaccess files:

Disable frontpage extensions on the server- then reinstall them.

This means that ALL htaccess controls are wiped out and it leaves you vulnerable until you have reset ALL the files and passwords on your website(s).
