Problems with running db.cgi

First I run db.cgi
and get an Internal Server Error.

line 1071 use Time::Local;

OK, I disable this line by '#'

Run db.cgi again, the logon form appears.
Try admin:admin but nothing, only

DBMan encountered an internal error.
Error Message fatal error: The crypt() function is unimplemented due to excessive paranoia. at auth.pl line 63.

Why is it so? My OS is windows 2000, Apache/1.3.11
